you can run the script from command line as hobbit user.

try with
QUERY_STRING=HOST=BLUE&SERVICE=info <https://meriadoc.ocio.ad.usda.gov/hobbit-cgi/bb-hostsvc.sh?HOST=BLUE&SERVICE=info> /path/to/bb-hostsvc.sh

    What does the apache error log state? (it may be in
    /var/log/apache2/error_log)
