[Xymon] disable 'uptime' alerts

Reboot shows up in CPU. So ignore CPU.

I have a computer lab that I monitor.  I've got 'noconn' and 'dialup'
configured in the hosts.cfg file, but I still get the 'uptime warning'
emails that inform me when those machines are rebooted.  How can I
disable that specific alert?  I don't care when they're rebooted.
