DOWNTIME for single test

I have noted that the DOWNTIME in the man-pages does not reflect the
ability to disable specific tests.  I'm sure more than myself have spent
some time searching through the mailing list to find such a use of it.
Specifically, I found this with a note from Henrik:

I'd like to request that get updated at some point.  For future
generations or what have you.  It may also benefit from a syntax
explanation for how to use the "cause" with spaces in it.
