Hmm OK, I think I see what you mean :)
The client just pulls the command line from what Windows has for the process – so if it had double quotes, we report them. We don't change this data.
You can see exactly the same thing happening in Windows Task Manager if you add the Command Line column – some processes have double-quotes, some do not. I'm not saying the client should match Task Manager exactly as I don't know how Task Manager gets its data, but the content should be the same.

In q1, I think he's saying that some processes are listed with quotes and some are not, and he is asking why it varies.

2. No – the script includes everything to run as a Windows service, and running as a service is the only configuration supported. 1. In the section [procs] are the CMD Line with and without quotion Marks.
