[Xymon] xymon 4.3.17 central mode SVCS service status text inaccurate

Try running "xymond_client --dump-config" to dump the config and verify
that it matches what you think it should.
Also try running xymond_client in test mode. I've never done this for a
Windows server, so not sure how helpful this will be for SVC tests.
