[Xymon] Unable to start xymon

[Keith Ferguson]

When i run lsof i get the following

xymond     3226        xymon    3u  IPv4   71314      0t0  TCP *:1984 
(LISTEN)

But when i try to restart xymon i get the errors mentioned below
