bbwin or bbwincmd on Windows 98?

Hello,
How can I use the bbwin under windows 98 SE?
windows 98 have not any services wich bbwin use.
I tryed to start it by using the bbwincmd, but I cannot see it is
working or not. At the Hobbit server, the Win98 client will not be
displayed.
