You have only provided authentication, the second step is authorization. You
need to either put an .htaccess file in the admin directory or, better, to
put the authorizations for each Apache directory in the Apache configuration
file.

Take a look at the installation notes. On your Hobbit web page, select
Help, then "Installing Hobbit". Scroll down to "Configuring your
webserver". That section tells you how to add users to the Apache password
file.
