[hobbit] PROC not found, but present

I have seen this. My configuration was a 4.2 client reporting to a 4.1.2
server and a 4.2 server. I only saw the problem on the 4.1.2 server.

        PROC    cron
        PROC    ntpd
        PROC    syslog
