[hobbit] hobit problem

I'm thinking that if there is an entry in the hobbit-client-config 
File on the server then it would be server side.
I am new at this so I apologize if my questions seem elementary.

When I make changes to the localclient.cfg it never picks up the
changes.
Like 
The IGNORE?
Am I doing something wrong?
Host name is ok, ip is ok. 
Any help would be appreciated.
