We use something like this:
   PORT "LOCAL=%([.:]10042)" state=LISTEN TEXT=WEBMIN
   PORT "LOCAL=%([.:]22)" state=LISTEN TEXT=SSH
   PORT "LOCAL=%([.:]50000)" state=LISTEN TEXT=DB2
Perhaps the colon is causing issues?
