No.

You could set the warning level (yellow) at 70%, and the critical (red) 
level at 80, then configure alerts so that an alert would always trigger 
on red, but on yellow it would not trigger until it's been yellow for 
a long time (e.g. 7 days). That is not quite what you want, but it may
be "good enough".
