[hobbit] Hobbit Release candidate 2 available

I would suggest this get updated before the 4.0 final release.  Since make 
setup does not overwrite files, couldn't that just be renamed to make 
install and have one install/upgrade methodology.

It's really confusing figuring out which one to do and then figuring out 
which etc files or other static content needs to be copied manually.
