Write a tiny wrapper script which is a valid argument for the
SCRIPT-option. Number is an argument for the wrapper script. So the
correct syntax would be:

SCRIPT /home/hobbit/bin/sendsms number FORMAT=SMS

and the script  /home/hobbit/bin/sendsms should contain your pager stuff.
