/bin/dash is a shell in the EPEL repository:

Name : dash
Arch : x86_64
Version : 0.5.10.2
Release : 1.el7
Size : 91 k
Repo : epel/x86_64
Summary : Small and fast POSIX-compliant shell
Description : DASH is a POSIX-compliant implementation of /bin/sh that aims
to be as small as possible. It does this without sacrificing speed where
possible. In fact, it is significantly faster than bash (the GNU
Bourne-Again SHell) for most tasks.

If you don't want (or can't) install it, you could probably get away with
linking /bin/sh or /bin/bash to /bin/dash.
