You mean I should cut and paste the hobbit-apache.conf file to the
httpd.conf file and restart apache?

So this would seem that , as Henrik stated, this is a web server
configuration 
issue.

At a guess, I think Bob, you do not have the hobbit-apache.conf file added
to 
the main apache.conf file.
