[hobbit] Could not connect to bbd at 3.78.143.167:1984 - Connection refused

I am able to do telnet on that hostname for 1984 port, I am able to ping

And I am able to do trace route.

>From the client, can you try the 3 following tests

telnet 3.78.143.167 1984
ping 3.78.143.167
traceroute 3.78.143.167

These will give you an idea about connectivity from the client to the
server.
