Yes it is a perl script.
What is it good for respectively for what do you need it in Hobbit?

BTW I was just experimenting with group-except and group-only and wanted to know if it is possible to use wildcards for the services there e.g. if you have 
group-only test11|test21|test12|test22|another|next .....
can I use something like group-only test.*|another|next and for group-except also?
