You need to configure apache so that it knows that the cgi directories are
indeed just that :)

Something like this

   ScriptAlias /hobbit-cgi/ "/usr/lib/hobbit/cgi-bin/"
   <Directory "/usr/lib/hobbit/cgi-bin">
       AllowOverride None
       Options ExecCGI Includes
   </Directory>
   ScriptAlias /hobbit-seccgi/ "/usr/lib/hobbit/cgi-secure/"
   <Directory "/usr/lib/hobbit/cgi-secure">
       AllowOverride None
       Options ExecCGI Includes
   </Directory>
