In the 4.2.x versions, there is no flap detection at all.
4.3.0 RC1 detects flapping. By default, a status is considered "flapping"
if there are more than 5 status changes over a 30-minute period (this can
be changed, but it is a global setting - not per-host configurable).
When a status is detected as flapping, it is "locked" on the most severe
status. So if it was flapping between yellow and red, it will be locked
to "red" status. It will then stay red until it has been stable on
another color for at least 30 minutes.
