No, you get an "Invalid request" message. That's different.

confreport.sh is a CGI script. You cannot invoke it from
the commandline without setting the environment variables
that a CGI script would normally get from the webserver:
REQUEST_METHOD, QUERY_STRING, SCRIPT_NAME and feeding it
the post data.
BTW, did you run the upgrade script as per RELEASENOTES
and docs/upgrade-to-430.txt ?
