What's so awful about clicking to invoke a menu anyway? It's a well-known interface and personally, I find it irritating to have some of the page's content obscured just because I moved the mouse to the “wrong” place.
FYI, you can simulate some of the iPad browsing experience with Safari. In the Advanced section of the preferences, enable the Develop menu. On that menu, you can change the user-agent. Although it wouldn't help simulate the inability to hover, which is what was needed in this case.
