Your hobbit-alert.cfg config is wrong. Try:

HOST=HOST SERVICE=cpu,disk,memory,http TIME=*:0800:2200
   SCRIPT /usr/local/bin/sendsms 45xxxxxxxx REPEAT=15m FORMAT=sms
