Until there is an API to query thresholds in hobbit-clients.cfg or included
files, devmon thresholds will have to be configured in the DEVMON tag in the bb-
hosts file.

devmon doesn't read hobbit-clients.cfg, and IMHO, it shouldn't manually parse
it.
