I just grabbed this tarball and keep running into permissions problems when I try to build it because some of the files aren't executeable.

It's a problem with the Subversion export. I'll make sure (by hand,
if I must) that the shell-scripts are executable in the official
tar-ball.

OK. Just for informational purposes, I did an svn checkout and was able to get 4.2.2 built from my local sandbox. I did still run into the issue where the html man pages weren't built, but the missing symlinks for the bb_footer issue looks to be fixed.
