Can I suggest Outlook Quotefix:
http://home.in.tum.de/~jain/software/outlook-quotefix/
or for Outlook Express:
http://home.in.tum.de/~jain/software/oe-quotefix/
The Outlook version only works up to Outlook 2003, but they include a
link to a macro that solves the problem for Outlook 2007.
