That line tells it to keep telling you, every ten minutes. The cpu yellow
for reboot lasts an hour, so you should get six of them.
SERVICE=cpu COLOR=yellow REPEAT=61m TIME=*:0530:2300 RECOVERED
above that should do what you want.
