BBWin and LOAD question

My BBWin client is "Microsoft Windows Server 2003, Standard Edition Service
Pack 2 (build 3790)" and is named "relay".
Hobbit-client.cfg for relay:
HOST=relay.math.purdue.edu
UP 30m
CLOCK 5
LOAD 40 70
DISK * 90 95
PROC AGSMTPSvc.exe 1 1
SVC AGDIGESTSVC startup=automatic status=started color=red
On my display server under CPU I show the following which is reporting
yellow for CPU usage.
Tue Apr 08 13:44:37 2008 up: 11 days, 0 users, 58 procs, load=9%
yellow Load is HIGH
CPU states:
total 09%
cpu00 6.9%
cpu01 8.4%
cpu02 11.6%
cpu03 6.8%
I assumed that since BBWin reports the load in percentage that my LOAD min
and max should be a percentage number such as 40 70. I guess this not the
case. What are the min and max values for LOAD from a BBWin client?
