Ok, I did check the perms and that is fixed, here is what I get:

Check and make sure the hobbit user can run sqlplus and tnsping, when
oracle installs it sets permissions on some libraries that stops users
from accessing the oracle binaries unless the user is in the same group
as
oracle, usually dba.
