chown root /usr/local/sbin/fping
# chmod 4755 /usr/local/sbin/fping
# ls -lsa /usr/local/sbin/fping
 168 -rwsr-xr-x   1 root     bin        85912 Mar 15  2005 /usr/local/sbin/fping

Or even better: install sudo and allow your hobbit-user to execute fping 
via sudo without password...
