You can set this up in hobbit-alerts.cfg alone.  It would be something like:

HOST=myhost TIME=*:0700:2200
   MAIL recipient (at) some.com
HOST=myhost TIME=*:2201:0659 DURATION>14m
   MAIL recipient (at) some.com
