I don't know if it is being maintained, the Wiki is an independent 
project. I haven't contributed much to it myself, I'm afraid ...

A good Hobbit wiki would definitely be a nice thing to have. The
mailing list is fine, but Hobbit would benefit from having people
contribute the "distilled" information from the mailing list in a
more readable form, and I think a Wiki would be a good place for
this.
