alert timing: long delays

I have the following rules in my alerts.cfg file:
HOST=%.* COLOR=red,purple EXSERVICE=conn,cpu,backup,msgs,content
EXHOST=%netapp.*
SCRIPT /usr/lib/hobbit/server/ext/pg/cfrun cfrun FORMAT=SCRIPT
REPEAT=10
HOST=%.* COLOR=red,purple EXSERVICE=content TIME=*:0010:2355
MAIL bb-oncall FORMAT=TEXT REPEAT=60 DURATION>3 RECOVERED
MAIL bb-pg-oncall FORMAT=PLAIN REPEAT=60 DURATION>3 RECOVERED
I get the alerts, but about 10 minutes elapse between seeing the first
script alert fire, and then seeing the mail actions fire:

Where does that 10 minute delay come from? How can I make things cycle
faster so the DURATION parameter makes sense?
