Request: No purple when no conn

Henrik -

I would love to be able to configure Hobbit so if the connection is red
or yellow, it doesn't send purple messages for any of the other tests
for that server.  Big Brother is beginning to be viewed as "almost spam"
here since we have a number of development servers that we don't page
anyone on.  If one of those servers goes down in the middle of the
night, the morning email is flooded with purple emails.
