[Xymon] Plan for XYMON and SNMP

I actually can't say what made the columns not show.  I suspect xymon-snmpcollect wasn't sending a complete message.

I've been working on graphs and on inspecting the rrds that now exist, I see there is a format, but no data collected in them.  No errors, just NAN.  The I noticed the data format 
is not compatible with the built in NCV processor, so I either have to modify the code for the snmp collector to send NCV format or  post process the data into the rrds
