[Xymon] downtime globally

so I eventually figured this out and I had to upgrade to build 19 or 20
maybe, because the DOWNTIME parameter wasn't doing it for purple, only for
red or yellow. Once I upgraded, it's flawlessly now, no more weekend email
floods :)
