[Xymon] Devmon

In the devmon source tarball is a file called INSTALLATION.  This is the
best place to start, to get a "feel" for what needs to happen.  You
probably only need to care about the "Single-node Installation" section.
Where it says "Hobbit" you can mostly just read as "Xymon".
