You could use the "notes" feature of xymon and create a link to the log file for anyone on a web browser to view without giving them access to the server.

Yes, true, but it's not accessible without shell access to the server.
The NOC guys have no way to see whether a yellow was previously ACK'ed and if so what was done about it.
