[Hobbit] URLPlus updated on Xymonton

I finally got around to uploading the most recent version of URLPlus to
Xymonton.  It's actually a version back from 2008 (many of you may already
have it), but it's the most recent version I have developed.  I hope to soon
integrate several user contributions to the code before eventually doing a
rewrite from scratch to clean up the overall design.
