Can you telnet to port 1984 on the server from the client?

Can you ping? Is there a firewall in the way? To state the obvious either
something is stopping the data being generated, getting out or it is getting
lost along the way. Is it possible it has something to do with the rights of
the account the service is running under? To narrow it down further may need
to put sniffer on it to have a look at the packets themselves.
