[hobbit] Cookie 35172 not found, dropping ack

I think I have a little more context on what is happening with these
sporadic 'hobbitd' yellow statuses... but I'm not sure why.
I believe it is happening in my environment on short-lived alerts, and
the alerts clear at about the same time as someone acknowledges the
alert. It appears that the cookies /are/ valid (or at least were, a few
minutes ago) -- but as soon as the alert clears, the cookie is
considered invalid and a mistimed (by a minute or a few seconds) will
trip the 'cookie' message.
I though I remembered reading on the list that cookies are supposed to
be remembered for 24 hours... but it appears that the used cookie is
forgotten almost immediately. Is this a bug, or intentional? Could
this be issues with time values in 64 bits?
