Problems with CPU thresholds on Hobbit server

 I have configured the CPU thresholds on my Hobbit server, but it does not
appear to be working...  This is my central hobbit server. It appears as
though it is using the default thresholds instead of the specific ones for
the host.  I get alerts about CPU whenever the load is above 5, which is
pretty much all the time.

In  ~hobbit/server/etc//hobbit-clients.cfg I have the following.

DEFAULT
        # These are the built-in defaults.
        UP      1h
        LOAD    5.0 10.0
        DISK    * 90 95
        MEMPHYS 100 101
        MEMSWAP 50 80
        MEMACT  90 97

HOST=server1.localdomain.com
        LOAD 11.0 25.0

I also have the following in ~hobbit/client/etc/localclient.cfg even though
it should not be used. I am not calling hobbitclient.sh with --local.

        LOAD    7.5 12.0
        DISK    * 90 95
        MEMPHYS 100 101
        MEMSWAP 50 80
        MEMACT  90 97
