I'd use the  uptime service check/alert for hosts to notify admins.
Alsom if these Win32 boxes are in an AD environment where you've got
Domain Admin rights (or an account with this right) then just create a
scheduled task on one box and copy/paste it into the Scheduled tasks
shares on the other boxes (see link below). If you have just a local
admin account on each system then you can use this to push out a
scheduled task to boxes (takes longer to re-make the scheduled task
for each host assuming unique password ;-).
