[hobbit] memory on Windows

We use a central configuration file, which is updated with the bbwinupdate agent.
At installation a client gets the BBWin.cfg as a default configuration file.

At the central configuration they then download a bbwin.cfg file from the server and if there are system specific information a system specific file also.
The most work is in defining which messages should be reported / ignored.

The old BBNT client from Big Brother doesn't do memory, you need the
"bb_memory" add-on from deadcat for that.

The bbwin client from sourceforge has memory monitoring built in.
