alarm software (sms/mail/call/...)

Hi,
We are currently using autodialer software that is capable of sending SMS and
calling (with prerecorded messages) if there is an alarm. When the first
person is not responding within 1 minute, a new SMS is send. After 3 times,
the next person is tried. And so on.
An alarm can be acknowledged by SMS or calling to a special number and
entering a code.
The problem is that this setup is not flexible. The only way to configure
this software (running on windows) is logging in to the box. The only way to
send an alarm is via a snmp trap.
So I want to replace this box to a more setup-friendly (if possible open
source) solution.
A google search was not very helpfull, so do you hobbiters have an idea for
software that I can use?
