[hobbit] enabling disabled alerts







After applying the latest patch,  disabled alerts no longer re-enable 
after their scheduled time. 

Manually enabling from the Admin page, generates a "page cannot be found" 
error, with the below URL: 

/hobbit-cgi/(null)/hobbit-enadis.sh 


Enabling it manually from the test page directly, works.
