[hobbit] hobbit-clients.cfg, parsing bug?

The setting for a process with just the minimum specified does not 
appear to work?  The output below should have displayed yellow alarms.  
This does not work in reality either .  We have numerous other processes 
we have set to a minimum of 1 and an unlimited maximum that are firing 
red alarms, when we would like to see yellows. 

       PROC TCOMSServer5 1 5 yellow
       PROC TCOMSServer6 1 yellow
