[hobbit] Hobbit MRTG integrqation

The process (running as the hobbit user) that is trying to write the
MRTG confcache file doesn't have permissions to write to the mrtg/cfg
directory.  Changing the permissions on the mrtg/cfg dir should fix the
problem.  Alternatively you could use the --confcache-file option in
MRTG to point the cache files to a directory the hobbit user can write to.
