[hobbit] alerting alternate pagesets

This would be a great feature!  We use pagesets to limit the hosts and
tests seen by our network operations group. Alerts by pageset would
limit the configuration of ignored hosts/tests to one location ( the
bbgen command line) and greatly simplify the alert configuration.
