That is true in all cases, and was true of Big Brother. What was added in Xymon/Hobbit or maybe somewhere in between is the ability to configure the alerting thresholds on the server side (analysis.cfg is it?) rather than keeping that information on likely a large number of client hosts, making changes tedious. This new way has been the default and preferred for some time.
